An explanation of this refusal may, perhaps, be found in the fact that the Bill had received your approval and therefore the local Government felt it was not in a position to materially alter it.

I hope you will see your way to authorising amendments of thenature suggested in the Memorandum so that the interests of

ese important Companies may be effectively preserved, and so relieve the anxiety which at present exists which will naturally be greatly increased of the representations which have been made are found to be of no effect

The suggestion that assessors should assist the Judge to determine the amount of compensation involved is regarded of importance inasmuch as the Judges are invariably drawn from the ranks of the Civil service and have therefore no experience outside that service. In addition the Judge would have the delicate task of determining the amount of compensation which should be paid by the Government whose servant he was and upon whom his future promotion would depend.
